State Inspection in Missouri City: Where to Go, and What to Do When the Car Fails

First, the direct answer: Missouri Car Care does not perform Texas state inspections. Several quick-lube locations and tire stores along Highway 6 and Murphy Road in Missouri City do, most without an appointment, and the fee is set by the state. Under the current rules, most passenger vehicles in Fort Bend County need only the emissions portion — the safety inspection was dropped in 2025 — so it is usually a twenty-minute stop.
What the emissions test checks
For 1996 and newer cars it is an OBD-II readiness check: the inspector plugs into the port under the dash and asks the car's computer whether its emissions monitors have completed and whether any fault codes are stored. No tailpipe sniffer for most cars. That means two things can fail you even when the car runs fine.
Fail reason one: the check-engine light is on
Any stored emissions code is an automatic fail, from a loose gas cap to a bad catalytic converter. Clearing the code with a scanner does not help — see reason two. The right move is a proper diagnosis of why the code set. We do that on Cartwright Road, and it is usually an hour of labor to know what you are dealing with.
Fail reason two: monitors "not ready"
If the battery was disconnected or a code was recently cleared, the computer has to re-run its self-tests, which takes a specific drive cycle — a mix of cold start, steady highway speed and idle. Until then the inspector sees "not ready" and cannot pass the car. Most cars complete it in 50–100 miles of mixed driving; a few need a specific pattern we can run for you.
Fail reason three: the evaporative system
The EVAP monitor is the slow one and the one Houston heat interferes with. A cracked hose, a tired purge valve or a gas cap that no longer seals will keep it from completing or set a code. Small parts, but they require a smoke test to find.
